Rochon has the father of Zelma Staples and Samuel Staples. She was born in Torrance, Los Angeles, to Zelma Staples as well as Samuel Staples. She graduated in 1982 from Cerritos High School in Cerritos, California. In 1986, she graduated from California State University Dominguez Hill (CSUDH) with a Bachelor's Degree in Broadcast Journalism. She also majored in Sociology and Theatre. Heather is the creator and host of the online travel series, Drive Yourself Local, in which she travels across America with her classic 1965 Ford Mustang sharing local slices of life in small towns. Heather has appeared in several TV and film series such as Nightingale as well as Epic Movie.

Ullerup performed the role of Julia Brynn in the 2006 remake of Battlestar Galactica, which was broadcast by Sci Fi Channel. The character she played, Ashley Magnus, was made up of the show's first and second season. Her character was subject to controversy among the fans who wanted her to return in future shows. But, the show was eventually cancelled in 2012. Ullerup was cast in 2016 in the role of Bree O'Brien for Chesapeake Shores. Ullerup played Maggie Thomas in Asteroid: Final Impact, the movie about the 2015 disaster. From 2016 Ullerup has been playing a regular part as Dale Travers in Hallmark's Signed, Sealed, Delivered films series.
